Following the discovery of two dead prostitutes found in the River Thames, the mysterious suicide of a Circuit Judge and the uncharacteristic behaviour of a Member of Parliament, DCI Yvonne Hall is tasked to investigate these links with the King's Cross Vice Squad and a salacious journalist. She enlists the services of John Evans, a criminal investigative journalist and Phil Smith, a surveillance specialist.

But in their pursuit of Campbell, who is always one step ahead of them, DCI Hall encounters her nemesis Gemma Baldwin, the clever and resourceful head of Manchester's drugs underworld. Can Campbell be stopped in time before he conspires with Baldwin to flood the UK with tons of heroin?
